Chief Operating Officer – Recruitment

Our client, a market-leading, international recruitment business, is seeking a Chief Operating Officer (COO) in a newly created role.

Following a recent transaction, the firm is now positioned to go through a period of extensive growth; with a three-year plan to double the headcount, with top and bottom lines expecting to follow suite.

Reporting to the Board and managing a small team, the COO will have oversight of all non-billing, non-sales functions in a commercial but hands-on role.

Broadly, the role will include ownership of:

  • Systems – review, management, training, best-practice adoption and ROI measurement of a fairly extensive tech-stack

  • People – ownership of the L&D / CPD strategy (not delivering training)

  • Supplier management – ensuring consistent provisions across all offices, negotiation of rates and efficiency creation

  • Management information and reporting – analysis and management of all performance data and ensuring adherence to Target Operating Model

  • Business Partnering – supporting respective MDs globally, with a proactive approach to problem-resolution and reshaping the infrastructure to create scalable platforms

  • Marketing – managing the marketing manager,  ensuring a clear marketing strategy is in place, aligned to the wider business objectives and goals

  • HR – day to day management of the outsourced provision, whilst managing an HR administrator

  • Contracts, Legal & Compliance – ensuring processes are place for contract review and negotiation, whilst creating an internationally and domestically compliant environment (with oversight of legislation such as IR35, AWR, GDPR etc.).

Candidates will have:

  • A strong track-record as a senior operations professional in an SME recruitment business

  • International experience, preferably AsiaPac and US

  • Demonstrable track record of managing projects from scoping through to delivery

  • Excellent IT / Rec-Tech systems knowledge, having successfully completed CRM migrations

  • Experience in a growing recruitment business, understanding the associated challenges to operations

  • Strong leadership, training, and development skills.
